I don’t want to crate her.
put her on a schedule, they are EVERYTHING to dogs, especially puppies. Make sure she eats/drinks/goes out/sleeps at the same time everyday! Try crate training her it really isn’t cruel at all and it actually helps to give them their own den, to do this find a crate that is just enough room for her to stand up/turn around/ and lay down. Dogs don’t like to be in their own mess, but if the crate is too big she will use one end to pee in. Also never use the crate as a form of punishment, you want this to be her own den. Also keep her on a leash in the house and attach it to you, so you know when she is about to go and you can scold her and take her out immediately. Also make sure you don’t give her any food/water within 2 hours of bedtime this will help her sleep through the night without accidents… Also small dogs have small bladders make sure she isn’t alone for more than 3-4 hours if THAT! and when you are gone remember to keep her in the crate! then she might need to be an outside dog. crating a dog is not cruelty. i have a 7 week old puppy and she has not once gone to the restroom in her crate. i have only had her a week. my 5 year old dog is also a crate dog and loves his crate.

its easier than you think
when the puppy does the toilet in the house, take it to the mess, say like, no! sternly…
(i know its horrible but its the most effective way) pick up the mess with tissue or a bag or something, take it & the puppy outside, let the dog sniff its own mess, then place it on the grass & gesture this is where he/she does the toilet
when the puppy actually does the toilet outside, always reward it with biscuits or food straight afterwards
this is how i taught my dog & it worked really fast
this is because, dogs want 3 things… food, water, & their owners attention
by giving your dog a treat & your attention when it does something right it'll learn that this is how it gets rewarded & as it gets older it'll just be set in its head that doing this is right

some might not recommend this but for my four dogs this worked,i used puppy pads in the same spot they went potty the most then each day or two i moved it closer to the door eventully making its way outside(still using a puppy pad) for me it worked in two weeks or less

Crates are an excellent tool for training your puppy. I have a 2-year-old miniature Dachshund named Flash. I started Flash out in a wire crate but he would poop in it. When I switched to plastic, he became more comfortable in it. Some toys or a stuffed animal to snuggle with will also make him/her feel more comfortable.

Best tips I would say are:
Supervision
Consistency in training
PATIENCE
Use positive methods
Use clear command words like "go pee" "go potty"
Praise/ Treat for going in the correct spot
Crate training/ tethering (what I mean by tethering is attaching a leash to your waist so the pup is always supervised- I have used this method with great success- also helps with jumping up problems and teaching the pup to walk on a leash)
