It is maybe more difficult to housebreak a puppy if you provide water for her/him all the time but I completely agree with you. If I am thirsty, I drink, so should the puppy. Perhaps it would be easier to keep track of the time they go potty, they still do it regularly even if fresh water is always available.

I am a Vet nurse & feel it’s important to say that all animals should have constant access to clean, fresh water. It is totally wrong to ration water for our convenience. If people are not able to take their puppy to the toilet regularly then please do not get a puppy.
